Russia Escalates Strikes Into NATO Territory, Romania Says Drones Violate Romanian Airspace 23 Times

Romania’s Drone Incursions
Russia’s escalating strikes in Ukraine have increasingly spilled into NATO territory, Romania said, with drones violating Romanian airspace 23 times so far this year, according to data from the country’s Defense Ministry shared with ABC News.

As of Aug. 17, four Russian drones had been shot down in Romanian airspace, and the ministry said drones or fragments of them were found on Romanian territory 27 times so far this year.
Romania’s border with Ukraine is demarcated by the Danube River, where ports link out to the Black Sea, a theater ABC News described as increasingly active as both sides expand maritime attacks on commercial and military shipping.
The Defense Ministry in Bucharest said that so far this year, Russia had attacked targets close to Romania’s frontier 54 times, compared with 28 attacks close to the border in all of 2025.
Romania’s Defense Ministry also told ABC News, "Based on the data and evidence we have at this time, we cannot conclude that the increased number of drone incidents on our territory is the result of a deliberate attempt to target specific locations within our territory."
Kherson and Kyiv
In Kherson, El Mundo described a Russian drone attack on public transport serving Line 47, saying the UAV dropped an explosive and that "The strike caused a carnage" with four passengers dead instantly and the other four "mowed down by shrapnel." El Mundo quoted driver Oleg Kuznienko recalling, "I heard the drone, and I saw soldiers firing (to shoot it down)." In Kyiv, Al-Jazira Net reported that Russian President Volodymyr Zelensky said a Russian attack targeted the headquarters of the Ukrainian Security Service in central Kyiv, with the drone hitting the main building and being directed at the Security chief’s office.
Al-Jazira Net added that Kyiv mayor said 5 people were injured in the attack, while the Ukrainian Air Force stated in a briefing that air defense shot down 135 of 163 drones launched by Russia during an overnight attack on Ukraine. Al-Jazira Net also said the Russian Defense Ministry announced it had intercepted and shot down 490 Ukrainian drones over various parts of the country, as the two sides traded claims of strikes and counterstrikes.
Shipping Stakes and Costs
The drone war in the Black Sea has changed civilian shipping rules, with Politico warning that the involvement of merchant ships in military conflict threatens to drive up insurance and security costs that could ultimately impact global trade, according to the Інтент report. The Guardian said the summer of hostilities in the Black Sea prevented vital grain exports and prompted concerns that the conflict will push global food prices even higher, noting that as many as 23 people died in July as a result of attacks on 35 ships in the Black Sea, according to Türkiye Denizciler Sendikası estimates. In the same Guardian account, the International Maritime Organization’s head Arsenio Dominguez condemned the “deterioration of maritime security around the globe,” while the UN’s International Maritime Organization also said, "Seafarers should never become casualties of conflicts to which they are not a party."
ABC News reported that Romania’s Defense Ministry said NATO aircraft conducted at least 42 air-policing missions in Romania so far this year, more than in every year since 2022 combined, as the danger to border communities became a central concern. ABC News also framed the cost imbalance of intercepting drones, citing that an AIM-9X Sidewinder missile can cost between $380,000 and $500,000 while each Russian Shahed-Geran strike drone is estimated to cost between $20,000 and $50,000, and it said Romania announced the U.S.-made Merops interceptor drone was operational and integrated into its air defense network.
