Kyiv hit during talks
Russia carried out a missile and drone attack that struck Kyiv and also damaged the EU delegation’s headquarters in Ukraine during the night between 27 and 28 August, according to Eunews and local officials.

Eunews quoted EU ambassador to Kyiv Katarina Mathernova saying the delegation building was “gravemente danneggiato dall’onda d’urto” from the nearby civilian blast, and it added that the European Commission’s Ursula von der Leyen said Russia must “cessare immediatamente i suoi attacchi indiscriminati” and participate in negotiations.
Eunews also reported that António Costa wrote on X that “l’Ue non si lascerà intimidire” by the Federation’s bombs, as Brussels promised new sanctions while international talks proceeded slowly.
Zelensky demands response
Volodymyr Zelensky condemned the strikes as “puro terrorismo” and wrote that “il mondo intero, gli Stati Uniti e l’Europa devono finalmente rispondere come una società civile risponde ai terroristi,” while Il Fatto Quotidiano said the attack killed 10 and injured at least 75.
Kyiv Post reported that Zelensky confirmed 22 people dead, including two children, and 130 injured on Tuesday, after Russian forces fired more than 70 missiles and around 656 drones, with the air force saying 54 drones and 33 missiles penetrated Ukraine’s multi-layered air defense system.
In Kyiv, BBC said rescuers pulled dead from rubble after Russian strikes killed at least 22 people overnight, including two children, and it quoted Zelensky warning that Russia had launched 656 strike drones and 73 missiles.
BBC also reported that Russia’s defence ministry said the strikes were a response to previous Ukrainian attacks and that “strike objectives” had all been achieved, while Kremlin spokesman Dmitry Peskov told reporters that the “systematic strikes” would continue.
Kyiv Post added that Zelensky wrote on Telegram that “I am grateful to everyone who is helping to save lives after the Russian attacks. It was a brutal strike” as residents sheltered in crowded metro stations.
Air defense, sanctions, and components
The scale of the barrage and the limits of Ukraine’s air defenses were central to Zelensky’s message, with Kyiv Post saying hits could not be intercepted due to the current level of Ukrainian air defense supplies.

Kyiv Post also reported Zelensky’s claim that “five Kalibr missiles contain 145 imported components” and that “33 Iskander missiles contain 1,122 foreign parts,” while it said 650 drones rely on more than 17,000 components.
BBC said Zelensky urged the United States to help by supplying missiles for Patriot systems, and it quoted him referring to interception hardware used to intercept Russian missiles.
Eunews said Brussels and the Commission were discussing new sanctions and that the focus was on “extraprofitti generati dai beni russi congelati” with a value “intorno ai 210 miliardi di euro nella giurisdizione dell’Unione,” while also reporting that von der Leyen promised to keep “la massima pressione” on Moscow.
In the same broader context, Eunews reported that Kaja Kallas had “convocato per ‘oggi stesso’ il chargé d’affaires della Federazione a Bruxelles” to protest the attack, and it included the line “Mentre il mondo cerca una via per la pace, la Russia risponde coi missili” as the High Representative’s rebuke.
