Dulles makeover announced
President Donald Trump announced a $22.5 billion plan to overhaul Washington Dulles International Airport in an Oval Office event on Wednesday alongside Transportation Secretary Sean Duffy and United Airlines CEO Scott Kirby.

Trump said the project will replace the airport’s “people movers” and add four new concourses, parking lots closer to the main terminal, and an expanded AeroTrain over the next 10 years, while keeping the iconic main terminal’s historic appearance.
NBC News reported the overhaul will add more than 5 million square feet of new or renovated space and replace the current C and D concourses, which Trump called “basic disasters,” while preserving the original terminal.
The plan also includes a “magnificent” multistory parking garage with 32,000 parking spaces, and officials said construction is expected to begin in the spring of 2027 while the airport remains open during phased work.
ABC News said the renovation will be funded by the Metropolitan Washington Airports Authority and the airlines that operate at Dulles, with the majority coming from low-interest rate municipal bonds issued by the airport authority.
Models, timeline, and financing
CBS News reported that Trump asked competing design and engineering firms to create three-dimensional models so he could picture the designs, with the tabletop models taken back and forth to the White House multiple times for his perusal and edits.
CBS News said Trump made the Wednesday announcement from the Oval Office with the model in front of him, and it described his private complaints about “parking that's two miles away” and calling the current mobile lounge transportation system “crazy.”
Transportation Secretary Sean Duffy said the $22.5 billion cost won’t need to be federally funded and that it will be “bonded for $22.5 billion,” with United and participating airlines paying for the project.
NBC News said Duffy described replacing the people movers with a faster and more efficient “horseshoe rail system,” and it reported that officials were hopeful the project can begin by next spring.
The Hill reported Trump said the renovations would include more than 5 million square feet of new space and replacement of the current C and D concourses, and it quoted Trump calling Dulles “a terrible place to be.”
What changes for travelers
At the Oval Office event, Trump said the airport will be “rated within a few years” and “rated the best airport in the country,” while he criticized the current experience as a “terrible place to be.”

NBC News reported that travelers’ reactions were mixed, with Bill Eberhardt saying the people movers “jam you in like sardines” and that he “smell[s] diesel fuel all the way back,” while Becky Saleh said the vehicles are “very old-fashioned” and “they’re hot, they’re sticky.”
The plan also targets the airport’s international experience, with ABC News saying it will add an international terminal that will allow passengers to walk directly to the Customs area.
Fox Business reported Duffy said, “We are going to get rid of the people movers,” and it described the mobile lounges as “like elevated busses” that are “slow, and people are angry about them.”
PBS, citing the Associated Press, said the makeover would add a new U-shaped passenger train, a central walking tunnel, more moving walkways, and an above-ground parking garage closer to the main terminal with space for 32,000 vehicles.
