Drones and elections
Russia faced a Ukrainian attack of 350 drones aimed at Moscow as voting began in legislative elections, the first in Russia since the start of the war and lasting until Sunday.

The elections are taking place under exceptional circumstances with tight security amid fears of attacks or provocative acts to disrupt them, and polling stations in the Black Sea resort of Sochi were briefly closed yesterday, Friday, due to a drone alert.
Mayor Andrey Brushinin said that members of the election commission, eligible voters, and observers temporarily sought shelter for security reasons.
In parallel, Ukrainian President Volodymyr Zelenskiy described his country’s budget deficit as “galactic” on Friday, saying his government is working on several proposals to address this shortfall during remarks on the sidelines of the Carpathian Summit in Ivano-Frankivsk.
Zelenskiy said that after Brussels redirected an additional 3.3 billion euros (about 3.8 billion dollars) to Kyiv, the funds will be immediately directed to drone and missile production.
Kharkiv strike
In Kharkiv Oblast, the head of the Military Administration of the Ukrainian city of Balakliya, Vitalii Karabanov, announced the killing of two people and the injury of two others as a result of a Russian strike that targeted one of the city’s neighborhoods.
Karabanov said in statements carried by the Ukrainska Form news agency on Friday, "Our community faced a brutal attack today again; Moscow launched a strike targeting one of our city’s neighborhoods."
Ukrainska Form reported a fire breaking out at the strike site, and damage to roofs and windows of private homes.
In a separate account, Kyiv mayor Vitali Klitschko said that the Ukrainian capital is under a Russian missile attack, and witnesses told Reuters that they heard explosions in the capital.
Odesa regional governor Oleksiy Kuber said Russian forces carried out two strikes on the city center, with the second strike occurring while emergency teams were on site dealing with the effects of the first strike, and he added that 10 people were injured.
UN documents sexual violence
The UN denounced the systematic use of sexual violence in Ukraine, documenting 1,004 cases between February 24, 2022 and the end of July this year, with 89% attributed to Russian forces.

UN High Commissioner for Human Rights Volker Türk said, "I am deeply alarmed by the prevalence of these abominable acts documented in our report, and I fear that they will almost certainly continue amid the relentless violence we witness every day in Ukraine," as he warned that sexual violence is a serious hallmark of the large-scale armed attack.
The report, titled “Sexual Violence in the Context of Russia’s Large-Scale Attack on Ukraine,” is based on interviews with hundreds of victims and survivors, as well as on official records and judicial decisions.
The UN said the youngest victim is a four-year-old girl and the oldest is an 82-year-old woman, both sexually assaulted by Russian personnel, and it described acts including rape, gang rape, genital mutilation, electric shocks and blows to the genitals, and other degrading acts of a sexual nature.
The UN also called for accountability, stating that “both Russia and Ukraine must investigate all credible allegations of sexual violence quickly, thoroughly, and impartially, and ensure that those responsible are brought fully to justice, regardless of rank or affiliation,” according to a statement issued by his office.
