Sanctions hit auto and rail

The U.S. Treasury Department imposed sanctions on Iran’s rail and automotive sectors as part of “Operation Economic Outcast,” targeting Iran Khodro Company and SAIPA Iranian Automobile Manufacturing Company and foreign suppliers, according to Treasury’s actions described in the sources.

Treasury Secretary Scott Bessent said the move “directly targets Iran’s enablers and lays the groundwork for the United States and our partners to drain the regime’s revenue once and for all,” as the sanctions expanded from sea to land.

The sanctions also designated the state-owned Islamic Republic of Iran Railway Company and Raja Passenger Trains Company, and the sources tied the rail focus to Tehran’s reliance on rail for transporting petroleum, fertilizer, chemicals and other goods.

The sources described the sanctions as part of a campaign announced on Aug 24 that aimed to cut Tehran’s funding for the war, missile construction, cyberattacks and the Islamic Revolutionary Guard Corps or IRGC.

The sources also said the sanctions targeted foreign firms in Indonesia, the UAE and Turkey that supply Iran’s auto industry, as Washington widened its pressure beyond domestic manufacturers.

Market volatility and price swings

Iran’s car market showed sharp day-to-day changes as the price of the Toyota Corolla Cross Hybrid rose by 700 million Tomans to reach 10.2 billion Tomans on the twelfth day of Mehr, while the Toyota Camry Hybrid also increased by 500 million Tomans. The same market snapshot showed the Peugeot 207 Automatic TU5P rising by 250 million Tomans to 3.75 billion Tomans, while other models moved in the opposite direction, including the Kuwik S falling from 1.7 billion Tomans to 1.67 billion Tomans. EconomyNews linked the volatility to the dollar’s recent rise under political news, saying the exchange rate changed market participants’ calculations about car prices.

The car market expert Babak Sedrāi warned that when prices of some cars cross new thresholds, “that is a serious warning signal for the market and shows that the market may continue to face a decrease in demand.” Sedrāi also said that “in the coming months we may face a phenomenon of “price inflation without transactions.””

Production pressure and uncertainty

Babak Sedrāi said price increases could initially attract some applicants who are worried about further price rises, but he argued that when prices reach a level where a large portion of society cannot afford to buy cars, demand would be reduced.

The sources connected the sanctions to supply-chain pressure, with Hasan Karimi Sanjari saying harder supply of parts and logistics could in the short term lead to reduced production and higher car prices.

The Persian Khodro reporter described the U.S. Treasury Department placing seven Iranian companies active in the automotive industry and five foreign suppliers of components for this industry on the sanctions list.
