Byline score is the median of that reporter's scored articles in the last 180 days. Outlet median is the same measure over everything the newsroom published on this topic in the same window, so the gap compares like with like. A reporter appears once 10 of their articles have been scored under the weights now in use.
These newsrooms have scored, bylined articles in the window, spread across too many reporters for any one to reach the floor of 10. That is newsroom structure, not a gap in the data: a newsroom that rotates many reporters through a topic takes longer to put any single one on the board than one that concentrates it on a few. Each fills in as coverage accrues.
Headlines are scored against the desk, not the reporter. Subeditors write headlines, so the byline score leaves headline framing out entirely. The desk headline column is the outlet's headline score over the same articles, and it is the newsroom's number, not the writer's.
A few newsrooms under-count here for reasons that are not findings about them. Sky News, the Washington Post and the Tehran Times either leave many pieces unattributed in their own page markup or block automated reads of it, so their reporters accrue more slowly than their coverage. That is a limit of what their pages let us read, not a measure of their journalism. They are fully represented on the outlet leaderboard.
