Withdrawal After 10 Days

Hebron Governor Khaled Dudin announced that Israeli forces withdrew from the entire city of Hebron in the southern occupied West Bank after a 10-day siege, and he said Palestinian security forces took full control of the area following the Israeli withdrawal. Yousef al-Jaabari told Al Jazeera that “For the first time in 10 days, schoolchildren are going to their schools; university students are now on their way to their universities,” after a period in which “There was a complete closure, no entry or exit from the city, and all aspects of life, whether economic, educational, health, or even those related to municipal work, had completely stopped.” Al Jazeera’s Mohamad Atrash reported that vehicles carrying displaced families began arriving minutes after the withdrawal, and Atrash said residents found damaged furniture, ransacked rooms and food left behind by soldiers in a residential building used as a military post.

The Israeli military imposed the siege on Hebron on October 23 after a shooting attack near the city allegedly by two Palestinians that killed two Israeli soldiers and wounded three others, and Israeli forces later killed the two suspects. Anadolu Ajansı said the operation included forced displacement, demolitions of homes, other structures and commercial properties, and damage to infrastructure during the 10-day period.

Displacement, Closures, Losses

Hebron Governorate figures cited by Al Jazeera said more than 3,300 Palestinians were displaced or otherwise affected, and the municipality said Israeli forces demolished 15 homes and structures and that 327 shops had closed during the siege. Al Jazeera reported that the Hebron municipality said direct economic losses exceeded 12 million shekels ($3.8m) a day, and the report said about 80,000 students in the city were unable to attend school. Al-Jazeera Net said Israeli forces seized Palestinian homes in the Al-Jalda and Ein Deir Baha areas and converted them into military posts, while the correspondent said residents were gradually returning to residences and reopening shops, resulting in traffic congestion.

Al Jazeera Net said testimonies indicated occupation soldiers stole money and belongings from within houses they searched, and it said the damage became more evident in the minutes following residents’ return. ANI said the mayor, Yousef al-Jabari, had told Al Jazeera on October 31 that the siege caused daily economic losses of more than 12 million shekels ($3.8m), and it added that about 80,000 students had been unable to attend school for 10 days.

What Comes Next

Hebron authorities asked residents to follow guidelines that included “Do not touch or move any suspicious object, keep away from strange objects, ammunition, and debris,” and they also urged people not to return to homes until the area was deemed safe. The Palestinian Civil Defence urged residents not to touch suspicious objects or enter damaged buildings before they had been inspected, and it reported that some returning residents said money and personal belongings had been taken from their homes. Relevant authorities and Palestinian security services were monitoring developments on the ground and working to provide the necessary conditions for residents to return safely, while the report described families forced to leave their homes as being able to return.

The Israeli military initially said the Hebron operation would target the homes of the two suspects, but it later widened the scope of the operation to the entire governorate, closing its checkpoints and seizing homes in al-Jalda and Ein Deir Bahha as military posts. The governorate stated the operation disrupted education and caused damage to the local economy and infrastructure, even as the withdrawal allowed families forced to leave their homes to return.
