Key Takeaways

  • IAEA Board adopted a US-backed resolution demanding Iran declare enriched uranium stockpiles and allow verification.
  • Resolution was proposed by the United States, Britain, France and Germany and passed 21-3-10.
  • The move could complicate Washington's talks with Tehran on nuclear diplomacy.

IAEA demands uranium data

The IAEA Board of Governors adopted a resolution demanding Iran provide information on its enriched uranium stockpiles and grant access needed to verify it, with 21 votes in favor, three against, and 10 abstentions.

The resolution urged Iran to "provide the Agency with complete information on nuclear material inventories and design information for facilities" and said it expressed "grave concern" over a report by IAEA Director General Rafael Grossi that the agency has lacked access for nearly a year to verify previously declared highly enriched uranium and low-enriched uranium in Iran.

The board also said it "deeply regrets Iran’s continued failure to remedy its non-compliance over the past 12 months," including failure to provide requested information and access it has been unable to verify for one year.

It further recalled a June 2025 board decision finding Iran had failed since 2019 to provide full and timely cooperation regarding undeclared nuclear material and activities at multiple undeclared locations, while reiterating support for a diplomatic solution and talks aimed at building international confidence in the exclusively peaceful nature of Iran’s nuclear program.

Iran calls it flawed

Iran’s Permanent Mission to the United Nations and other international organizations in Vienna issued a harsh rebuke after the passage of the US- and European-backed resolution, saying Tehran would defend its rights in response to “this flawed resolution.”

In its statement, the mission questioned the legitimacy of the vote and the integrity of the IAEA itself, saying, "Today, the Board of Governors adopted, with a shaky vote, another political resolution on Iran’s peaceful nuclear activities."

Foreign Minister Abbas Araghchi urged member states before the vote to approach the issue with “vigilance, impartiality, and responsibility” and not to allow the IAEA to once again become “a political tool of the United States.”

The IRNA English account also described a joint statement by Iran, Russia, and China urging members to refrain from supporting “the politically‑motivated, untimely and unconstructive” move, warning it risks further weakening cooperation between the IAEA and Tehran and jeopardizing ongoing diplomatic efforts.

Access dispute amid strikes

AP said the resolution came as heightened tensions followed U.S. airstrikes early Wednesday against Iran and Tehran firing back at countries in the region, with U.S. President Donald Trump warning the Iranian government would “pay the price” for stalled peace negotiations.

AP also cited the IAEA as saying Iran maintains a stockpile of 440.9 kilograms (972 pounds) of uranium enriched up to 60% purity, and that it could allow Iran to build as many as 10 nuclear bombs if it decided to weaponize, while Iran says it is not pursuing nuclear weapons.

In parallel, Iran’s Deputy Foreign Minister Kazem Gharibabadi told the board on X that "Israeli and U.S. strikes on Iranian nuclear facilities halted verification activities and forced the agency's inspectors to leave Iran for security reasons," and he added that "Now, America seeks to turn the consequences of its illegal aggression into a case against the Islamic Republic of Iran."
