Map Gaffe at AIDS 2026
The U.S. State Department said it made “an unfortunate error” after a map of Africa incorrectly labeled all the countries it identified during an event at the AIDS 2026 conference in Rio de Janeiro.

The map highlighted six countries—Nigeria, Mozambique, Uganda, Cote d’Ivoire, Malawi, and Cameroon—but Reuters said none were correctly identified by lines pointing from the names to the positions on the map, including coastal Nigeria shown as landlocked and Mozambique shown in the Horn of Africa.
A State Department spokesperson said the slide deck was “hastily altered” immediately before the presentation at the AIDS 2026 Conference, and the department said it took “full responsibility” for the confusion and misrepresentation it caused for attendees, including African partners.
The presentation speaker was Jeff Graham, the top U.S. health envoy who oversees the initiative known as the President’s Emergency Plan for Aids Relief, or Pepfar, and he did not reply to requests for comment.
AI Watermark and Reactions
Reuters viewed a video of the presentation at the AIDS 2026 conference in Rio de Janeiro and found the map image included “an artificial intelligence watermark that signals it was made with OpenAI tools.”
The company said it was investigating the report, while the State Department said the map had been produced by a team member who hastily changed the slide deck before the event.
Aids expert Emily Bass shared a photo of the errant map in a Substack post, and Matt Petit of the Atlantic Council wrote, “Whoever created and approved this slide did not know where countries in Africa are and did not care to check their work.”
The State Department said the discussions at the conference were “substantive and constructive” despite the map and that it remained committed to fighting Aids with real results.
PEPFAR Stakes and Phase-Out
The map incident landed as the Trump administration’s global health funding cuts and restructuring affected programs tied to the President’s Emergency Plan for Aids Relief, with the State Department spokesperson saying the department took responsibility for the “confusion and misrepresentation” caused for attendees.

The Guardian said the U.S. is scaling back other areas of its spending including on prevention and surveillance, and plans to fully phase out the program in South Africa.
The Guardian also reported that Pepfar’s core work such as the provision of life-saving drugs has largely resumed, even as the Trump administration’s decision last year to pause funding pending a review disrupted aid programs worldwide.
