Sanctions over chemical claims

The United States imposed additional sanctions on Sudan after concluding that “the Government of Sudan used chemical weapons in violation of international law,” a decision issued in April 2025 and published in the Federal Register in June 2025.

Euronews said the Under Secretary of State for Arms Control and International Security imposed additional sanctions on June 23, 2026, and that they officially took effect on July 20, 2026.

The Defense Post reported that Washington had given Khartoum three months to meet conditions that could have averted further penalties, but after failing to do so it moved ahead with a second package of sanctions that tightened U.S. export controls.

Khartoum rejects, U.S. cites

Sudanese officials rejected the new measures as unilateral and illegal, with the Foreign Ministry saying Khartoum “firmly rejects” the unilateral and illegal sanctions announced by the United States against Sudan.

Al-Jazeera Net said Sudan “does not produce, possess, or use chemical weapons,” and it said the government renewed its readiness to cooperate with the Organization for the Prohibition of Chemical Weapons and other international authorities to verify the allegations.

Euronews reported that the sanctions target financing, exports, and aviation, including opposition under the International Financial Institutions Act to granting Sudan loans or financial or technical assistance through multilateral development institutions.

Euronews added that the decision also clarified that most license applications to export or re-export sensitive items would be reviewed under a “presumption of denial” principle, while the measures were set to remain in effect for at least one year.

The Defense Post said the United Nations reported 33.7 million people across Sudan require humanitarian assistance, while nearly 20 million are experiencing acute food insecurity, and more than 8.9 million people have been internally displaced since the conflict began.
