VED charges are mandatory fees paid by almost all petrol, diesel and electric car owners to stay on the road. The rates tend to change every year in line with Retail Price Index (RPI) inflation, with Treasury officials confirming that rates will be updated in 2027. The news has allowed experts to weigh in on what it all could mean, with specialists from Pete Barden suggesting how much bills could rise. Standard VED fees for cars registered after 2017 are likely to increase from £200 to £210 per annum, with first-year rates and older cars also hit with new bands.

Article continues below ADVERTISEMENT Vans are also in the firing line, with models not meeting early Euro 4 and Euro 5 compliant regulations facing an increase of £15 per year. This is likely to see bills increase from £360 per annum to £375 per year . However, the £15 increase is identical to the previous VED rise, with prices increasing from £345 earlier this year. The Treasury said: “The Government will uprate VED rates for cars, vans and motorcycles in line with the Retail Prices Index (RPI) from April 1, 2027.”

However, only more modern vans hitting the road within the last 15 years are likely to enjoy the frozen rate. Euro 5 emissions standards were fitted into most commercial vans manufactured from 2011 onwards. The Daily Express presents a routine annual inflation uprating of Vehicle Excise Duty as Andy Burnham's own "£140 car tax rule change", when its own body says the £140 figure is a rate that stays frozen and that VED rates rise with RPI every year. It adds loaded language about drivers being "hit" and a £15 rise being "a blow" that the figures in the article do not bear out.

  1. Headline goes beyond the article

    Serious

    “£140 car tax rule change”

    Why this matters
The headline calls £140 a "car tax rule change" and pins it on Andy Burnham by name.
    The impression it gives
A reader believes Burnham has introduced a new £140 car tax rule, or a £140 charge, from April 2027.
    The context
The article's own body says £140 is the rate for compliant vans that is "expected to remain" unchanged for another year. Nothing changes at £140. The only changes the body reports are routine inflation rises of £10 to £15 a year, which the Treasury applies every year.

    How we know

    • Elsewhere in the article“these rates are expected to remain at the current £140 per year tax charge for another year”
    • Elsewhere in the article“The rates tend to change every year in line with Retail Price Index (RPI) inflation”

“Andy Burnham will introduce a range of new VED car tax changes”

    Why this matters
The opening line says Burnham will "introduce" a "range of new" changes.
    The impression it gives
A reader believes the Prime Minister has designed a new set of car tax measures.
    The context
The article's own quote from the Treasury describes only the standard uprating of existing rates in line with RPI. The article says itself that this happens every year. No new rule or new band is described anywhere in the body.

    How we know

    • Elsewhere in the article“The Government will uprate VED rates for cars, vans and motorcycles in line with the Retail Prices Index (RPI)”
    • Elsewhere in the article“the £15 increase is identical to the previous VED rise”

    Written straight

VED rates to rise with inflation from April 2027, while the £140 rate for compliant vans stays frozen. The Treasury has confirmed the usual annual RPI uprating, adding about £10 to standard car tax and £15 for some older vans.

  2. Uses a loaded word

    Minor

“Andy Burnham is set to hit drivers with VED car tax updates”

    Why this matters
The caption says Burnham will "hit drivers", casting a routine inflation uprating as a personal attack on motorists.
    The impression it gives
A reader believes the Prime Minister is singling out drivers with a new charge.
    The context
The article says VED rates change every year in line with RPI. The Treasury statement it quotes describes only that routine uprating.

    How we know

    • Elsewhere in the article“The rates tend to change every year in line with Retail Price Index (RPI) inflation”

“in a blow to cash-strapped owners”

    Why this matters
The outlet calls a £15 annual rise "a blow" to "cash-strapped owners" in its own voice.
    The impression it gives
A reader believes van owners face a significant new financial hit.
    The context
The article says the rise is £15 a year, identical to the previous year's rise, and applies only to vans not meeting Euro 4 and Euro 5 standards.

    How we know

    • Elsewhere in the article“the £15 increase is identical to the previous VED rise”
