Warnings as talks hinge

Iran’s Chief of Staff of the Iranian Armed Forces Ali Abdollahi warned on Tuesday that Iran’s armed forces would respond to any level or type of threat from the United States and Israel immediately and "without geographical limitations."

Mohsen Rezaei, secretary of Iran’s Supreme National Security Council, said in a post on social media platform X that the U.S. response to Iran’s demands was not convincing and that "They must completely and explicitly address Iran's seven conditions".

Iran conveyed a plan to the United States through mediators on Sept. 22 to end hostilities and reopen the Strait of Hormuz within seven days if its conditions were met, and Iranian Foreign Ministry spokesman Esmaeil Baghaei said on Monday that Iran had reduced the period for implementing the seven-day plan to two days in good faith.

U.S. President Donald Trump said Monday that he was "in no rush" to decide whether to resume military action against Iran, while Trump told Axios that "We crippled them financially".

Qatari Foreign Ministry spokesperson Majed Al Ansari said Tuesday that the United States and Iran were reviewing proposals to end their conflict, but differences remained unresolved.

Qeshm strikes amid midterms

The United States attacked Iran's strategic Qeshm Island in the Strait of Hormuz on Monday, The WSJ reported, citing U.S. officials. Iran’s Islamic Revolution Guard Corps said late Monday that its air defense systems intercepted three U.S. drones in the country’s southern airspace, identifying two as MQM-170 Outlaw drones and saying an MQ-9 Reaper was shot down in waters east of the Strait of Hormuz. Trump said Monday that he was "in no rush" to decide whether to resume military action, while the Wall Street Journal reported Monday that Trump was leaning toward launching a large-scale attack on Iran after the midterm elections.

The Hill reported that mediators were pushing the U.S. and Iran to reach a deal to end the war in the Middle East as Trump mulls military strikes as early as this week. In Tehran, Deputy Foreign Minister Kazem Gharibabadi told reporters that "We do not tie our policies or the country’s foreign policy to the state of elections in other countries."

Conditions, mediation, and risk

Egyptian President Abdel Fattah El-Sisi urged the United States and Iran to show maximum flexibility and seek a political settlement, and he called on the two sides to "create space for understanding and dialogue". Egyptian Foreign Minister Badr Abdelatty and his Iranian counterpart Seyed Abbas Araghchi made a phone call on Tuesday evening and discussed regional efforts to de-escalate tensions and reach a comprehensive deal addressing all parties' concerns, the Egyptian Foreign Ministry said. In a separate account of the talks, Iranian Foreign Minister Abbas Araqchi said in comments carried by IRNA that "Consultations through mediators are very intensive" and that everything depends on the political rationality of Washington.

Esmaeil Baghaei said the plan Iran had submitted in September to end the war remained the focus of discussions and that it was "now condensed, making it possible to implement it within two days." Anwar Gargash told the Manama Dialogue audience that "If these positions are not bridged, then we have to worry about the worst," as Gulf Arab officials braced for possible renewal of the Iran war after the November 3 U.S. midterm elections.
