Embassy Reopens in Tripoli
Syria’s Foreign Minister Asaad al-Shaibani held talks in Tripoli with Abdul Hamid al-Dbeibah, the head of Libya’s National Unity Government, to strengthen relations and raise cooperation “in various fields,” according to SANA.

Al-Shaibani’s visit included discussions with Libyan acting Foreign Affairs and International Cooperation Acting Chief Taher Al-Baour on procedures for reopening the Syrian embassy in Tripoli, with the aim of “strengthening diplomatic communication between the two countries” and facilitating follow-up of citizens’ affairs.
The talks also covered “completing the procedures related to activating the Libyan-Syrian Higher Committee” and signing an agreement organizing its work, which both sides said would open wider horizons for cooperation in economic and developmental areas.
Al-Shaibani additionally met Libyan Oil and Gas Minister Khalifa Abdul-Sadiq and Ali Mahmoud Hasan, chairman and chief executive of the Libyan Investment Authority, to discuss bilateral cooperation in energy and investment and ways to expand partnership.
Al Jazeera said the two sides agreed to reopen Syria’s embassy in Tripoli, which has been closed for 14 years, and to reactivate a committee for coordinating bilateral ties during talks between Dbeibah and Asaad Hassan al-Shaibani.
Security, Consular, and Financial
In Tripoli, the talks between Dbeibah and Asaad Hassan al-Shaibani covered security cooperation and counterterrorism, along with consular services and the status of prisoners, detainees and refugees from both countries, according to Al Jazeera’s account of the GNU statement.
Al Jazeera also reported that the officials discussed unresolved financial dues between Libyan and Syrian institutions, while the Syrian foreign minister met Libya’s oil and gas minister and the country’s investment authority chief to discuss energy and investment cooperation.
The Libya Observer said the meeting in Tripoli addressed raising the level of diplomatic representation and reactivating the joint higher committee, and it listed security cooperation and counter-terrorism efforts as part of the agenda.
Akhir Khabar reported that Al-Shaibani discussed with Taher Al-Baour procedures related to reopening the Syrian Embassy in Tripoli, describing the move as contributing to strengthening diplomatic communication and facilitating the follow-up of citizens’ affairs.
Al Jazeera quoted Dbeibah calling Sunday’s meeting the start of “a new chapter” in their relations, saying it should be “based on shared interests, practical cooperation and addressing outstanding issues”.
What Comes Next for Ties
Beyond the embassy reopening, the sources describe a parallel push to reactivate the Libyan-Syrian Higher Committee and sign the agreement governing its work, with Al-Jazirah Net saying the committee would expand cooperation in economic, developmental and other areas of common interest.

Al-Talfaziyu Al-Arabi reported that the reopening of the Syrian embassy in Tripoli follows a closure that lasted 14 years, and it said the embassy’s opening aims to “organize the status of Syrians who sought refuge in Libya during years of war.”
The Libya Observer said the officials also discussed plans to reopen the Syrian consulate in Benghazi, alongside issues affecting the two countries’ communities including consular services, prisoners and detainees, refugees and displaced people.
Al-Jazirah Net added that Al-Shaibani announced in May 2025 Damascus’s intention to open an embassy and a consulate in Libya after nearly a decade of rupture, and it said a technical delegation began providing some services to the Syrian community in Libya on October 18, 2025.
Shabakat Tawasil al-Akhbarīyah said Al-Shaibani and Dbeiba signed an agreement “aimed at activating the previously concluded agreement on the high joint committee” and amending it to align with political developments in both countries.
