Iran-China MANPADS Deal
Iran is expected to receive within weeks a first shipment of up to 400 Chinese-made shoulder-fired air-defense missile launchers as it rebuilds its defenses amid ongoing fighting with the United States, Reuters reported citing three sources.

The purchase is valued at $60-70 million and is described as one of Tehran’s largest-known efforts to strengthen its short-range air defenses since the outbreak of its war with the US and Israel in late February, which exposed gaps in Iran’s ability to protect military sites and strategic infrastructure.
The deal is said to cover between 300 and 400 man-portable air-defense systems (MANPADS), including Chinese-made QW-12 and FN-16 missiles, and it was signed with Zhongqing Baoshang International Investment, a Hong Kong-based intermediary between the Iranian side and the Chinese supplier.
Delivery is described as initially by air from Urumqi in western China, then transiting through Pakistan to Iran, with the sources not clarifying whether the final leg would be by air or road.
China’s Foreign Ministry denied the report as “completely groundless,” while Pakistan’s military public relations wing ISPR rejected involvement, saying “Speculations of Pakistan being involved in the supply of Air Defense weapons to Iran from China are absolutely concocted and false.”
Denials and Disputed Routes
China’s Foreign Ministry dismissed the Reuters report as “completely groundless,” and said Beijing had consistently worked to promote peace and end the conflict, while Iran’s foreign ministry did not immediately reply to a request for comment.
Pakistan’s military media wing, Inter-Services Public Relations (ISPR), also rejected the account, stating: “Speculations of Pakistan being involved in the supply of Air Defence weapons to Iran from China are absolutely concocted and false.”
Reuters said two Western intelligence sources and an Iranian official indicated Tehran explored overland routes for transporting Chinese military supplies and dual-use components to reduce the risk of disruption.
The Times of Israel added that the delivery plan would initially be flown from Urumqi in western China and then transiting through Pakistan to Iran, without specifying whether transfers would take place by air or by road.
The New Voice of Ukraine similarly described the logistics as air-freighted from Urumqi in western China and transiting through Pakistan en route to Iran, while also noting that “delivery schedules, volumes, and other specifics remain subject to change.”
What the Deal Means
The reported shipment is framed as a significant expansion of Iran’s inventory of short-range air-defense weapons, and as evidence of deepening military ties with China as Tehran seeks to rebuild its defenses amid ongoing fighting.

The Times of Israel said the QW-12 and FN-16 are infrared-guided surface-to-air missile systems designed to engage low-flying aircraft, helicopters and drones, and that their mobility allows them to be deployed rapidly around military installations, energy infrastructure and other sensitive sites.
Reuters’ account, as carried by the Palestine Chronicle, said the reported purchase would represent one of Tehran’s largest known efforts to reinforce its short-range air defenses since months of conflict with the United States and Israel exposed vulnerabilities in Iran’s defensive network.
The deal is also described as highlighting Iran’s continuing reliance on a combination of domestic weapons production and foreign suppliers despite years of sanctions and restrictions on defense-related imports.
In parallel, Reuters previously reported Iran was close to securing a separate agreement with China to acquire anti-ship cruise missiles, though Reuters said it could not determine whether that arrangement was ultimately concluded.
