Rubio’s Cuba report

A State Department report titled "Cuba: The Capital of 21st Century Communism" has revived Cold War-style language by including a section titled "Front Groups and Fellow Travelers" that places American organizations, elected officials, journalists and activists inside a narrative of foreign subversion.

Julianne Malveaux, writing for phillytrib, said the report should alarm people who value free speech, political association and the right to challenge government policy, and she argued that the document reads "less like serious foreign-policy analysis" than a document Secretary of State Marco Rubio waited his entire political life to publish.

Revolution Permanente said the State Department published the report on July 20 and described it as a "technical" justification for a crusade against the "terrorist" left, accusing Cuba of "espionage and subversion" within the United States for nearly seven decades.

The Intercept reported that Rep. Delia Ramirez, D-Ill., said the report was "intentionally designed to instill fear of the Cuban people and to justify a military attack on Cuba," while Rep. Mark Pocan, D-Wis., called it "the stupidest, most fantastical, most biased thing I’ve ever read from a governmental agency."

Subpoenas and pushback

After Rubio’s report, Resumen Latinoamericano said the Ways and Means Committee of the House of Representatives issued subpoenas on July 22 against The People’s Forum, BreakThrough News, and the Tricontinental Institute.

Resumen Latinoamericano reported that the official pretext was an investigation into alleged "flow of more than $39 million linked to tech entrepreneur Neville Roy Singham" and alleged "connections with organizations related to the Communist Party of China."

BreakThrough News denounced the subpoenas as a "witch-hunt" and said the subpoena demands internal communications, financial records and abundant documentation even though there is no accusation of any crime, while The People’s Forum said the congressional subpoena requires handing over internal communications, organizational documents and financial records by August 7.

Revolution Permanente said Argentine congresswoman Myriam Bregman denounced Rubio’s summit as an "international persecution" and demanded that Javier Milei’s government specify what Foreign Minister Pablo Quirno went to Washington to do and whether information about local militants was transmitted to the United States.

Civil liberties and escalation

The Intercept said the report functions as a broadside on civil society in the U.S., and it quoted Rep. Delia Ramirez arguing that it instead attacks Americans’ constitutional rights to free speech and free assembly.
