Reuters said the clandestine operation was carried out by Russia's Main Directorate for Deep Sea Research, known by the acronym GUGI, using deep-sea submersibles to simulate deploying the technology described by Western officials as "advanced and destructive," without revealing how it works.

Reuters reported that the exercise was limited to simulating the technology's use in case of a conflict with NATO, and that Russia did not damage any cable.

The Reuters report also said the face-off came as some Western intelligence officials fear the Kremlin is ramping up sabotage operations in Europe and preparing for a conflict with NATO, with three U.S. officials saying analysts are increasingly concerned Russia may test NATO's mutual defence pact known as Article 5.

In the same Reuters account, Britain and Norway had disclosed in April that they had detected secret Russian activity in Arctic waters, but Reuters said the nature of the technology, the location of the operation, and the involvement of the United States had not been reported before.

Sandvik’s warning to Moscow

Norway’s Defence Minister Tore Sandvik said the joint operation sent a message that Russia cannot operate covertly, telling Reuters, "Through our joint operation, we sent a clear message to Russia that they cannot operate covertly."

Sandvik added that any attempt to target critical infrastructure would be detected and met with consequences, saying, "any attempt to target our critical infrastructure will be detected and met with consequences," as Britain and Norway briefed Moscow on their findings.

Reuters reported that British and Norwegian officials took their findings to Moscow to show they were aware of the new technology, hoping it might make Russia hesitate to use it.

The Reuters account also said Russia's Defence Ministry did not respond to a request for comment, while the Kremlin consistently denies conducting sabotage operations in NATO countries or planning a confrontation.

In the same Reuters reporting, NATO referred Reuters to Norwegian and UK authorities, and the White House did not respond to a comment request while the CIA declined to comment.

Al-Jazirah Net quoted Windward CEO Amy Daniel saying, "Current estimates indicate that Russia and China are the most active and dangerous sources of underwater threats," framing the episode as part of a broader underwater risk picture.
