Hormuz talks amid escalation

Iran’s Foreign Minister Abbas Araghchi said Iranian officials were speaking with Qatari mediators about a two-day plan to reopen the Strait of Hormuz, while both sides’ officials said they were ready for renewed military escalation. Araghchi told Al Jazeera that the Doha discussions centered on reopening the Strait of Hormuz within two days and restarting peace talks with the US if Washington met Tehran’s demands, including lifting recently imposed US sanctions and an end to the conflict on all fronts, including Israel’s attacks on Lebanon. Iran’s security chief Mohsen Rezaei threatened Iran would use “new weaponry” in response to any future attack, and Araghchi said Iran’s armed forces were more prepared for war than ever.

Iran’s Supreme Leader Mojtaba Khamenei ordered commanders to update Iran’s target list to include “all types of tangible and intangible assets belonging to the American-Zionist enemy,” as the diplomatic effort continued. US President Donald Trump said the latest negotiations were “going fine,” but added that the US still had several Iranian targets to “take care of.”

IISS Manama warnings

At the 22nd IISS Manama Dialogue in Bahrain, GCC Secretary General Jasem Mohamed Al Budaiwi said the GCC states “still do” call for dialogue and negotiation to resolve issues in the region. Egyptian Foreign Minister Badr Abdelatty warned that “The second round will be more dangerous, more destructive, and it will lead to nowhere,” and he urged diplomatic channels and confidence-building measures. Saudi Vice Foreign Minister Waleed Elkhereiji warned about threats to international trade through the Strait of Hormuz, the Red Sea and Bab el-Mandeb, and he said “Securing navigation in the Red Sea and the Straits of Bab el Mandeb and Hormuz is a shared responsibility”.

Britain’s Middle East Minister Stephen Doughty said the UK had deployed air defense equipment and personnel to Saudi Arabia and reiterated “We are clear and united in understanding the threat that is posed by Iran”. Yemeni Foreign Minister Afrah al-Zouba said the UN panel of experts on Yemen had shown that support for the Houthis from Iran, Iraqi armed groups and Hezbollah had been proven, and she called for efforts to stop weapons and financing reaching the group.

Qatar channel and conditions

Reuters reported that Iranian negotiators held talks in Doha with Qatari mediators on Saturday to discuss paths out of war in the Gulf, as diplomats tried to avert new fighting after the US midterm elections. Reuters said US Secretary of State Marco Rubio told foreign ministers in Atlanta that there were “multiple talks” and that “Talks have actually never stopped,” while he declined to set a timeframe for the talks in Qatar. Iran’s Supreme Leader Mojtaba Khamenei issued a statement ordering the armed forces to be prepared to respond to any attacks, saying “Any level or type of threat must be met with an immediate, impactful, and geographically unrestricted response.”

Reuters also said Iran’s influential security chief Mohsen Rezaei told Reuters that Tehran was debating whether to lift its longstanding ban on nuclear weapons if hostilities resumed, while he said no decision had been taken. Al Jazeera reported that Araghchi said the Iranian plan was the only proposal on the table to reopen the strait, and he described the American side’s attempt to open the door to dialogue and understanding more broadly as “a positive step.”
