Trump’s $5,000 pledge
President Donald Trump promised on Wednesday a “dividend” of $5,000 to every adult American citizen if the Republicans win a majority in Congress at the end of the November legislative election. The pledge was made at the Republican midterm convention in Dallas (Texas), where Trump told supporters to “Please act as if I were on the ballot.”

Trump said, “Here is my promise: if the Republicans win both the House of Representatives and the Senate, thanks to our economic successes, […] I will issue a $5,000 dividend for every adult citizen of the United States.” The announcement did not explain how such a measure would be financed, and it came with an explicit electoral condition tied to the November 3 vote less than two months away.
Legality and the price tag
A legal question sits behind the political pitch because American federal law forbids anyone from “making or offering a payment” to a voter “to vote or not vote, or to vote for or against a candidate.” The same source said the voluntary offense is punishable by two years in prison and a fine of $250,000, while noting Trump’s pledge could “escape this framework” because it concerns all Americans regardless of how they vote.

Congress, rural stakes
House Speaker Mike Johnson said the plan requires congressional approval, telling reporters, “I would assume, yes, he'd need Congress to act,” while describing it as a creative idea. Trump, by contrast, spoke as if the payment were guaranteed, saying “The 5,000's going to happen, 100%,” and arguing the federal government could “easily handle” the program because the country is taking in substantial revenue.
