Amnesty’s 2022 Case
Amnesty International said Iranian authorities committed “crimes against humanity” in the crackdown on 2022 protests tied to the “Woman. Life. Freedom.” movement, which it said left hundreds dead and included murder, torture, rape and enforced disappearance.

The rights group said the crackdown in 2022 amounted to “crimes against humanity” and warned that Tehran’s suppression of new demonstrations this year bore the “same hallmarks” but on an even wider scale.
Amnesty International’s report marked four years since the protests erupted in September 2022 after the custody death of Iranian Kurdish woman Mahsa Amini, who had been arrested for allegedly violating strict dress rules for women.
Amnesty said it identified 377 protesters and bystanders who lost their lives during the 2022 protests, including 56 children, and said at least 326 were killed by security forces, including with metal pellets fired at close range.
Amnesty International Secretary General Agnes Callamard said, “The extensive evidence gathered and analyzed in our report leaves no doubt: Iranian authorities committed crimes against humanity to crush the 2022 Woman Life Freedom uprising.”
Named Officials, Living and Dead
Amnesty International said it named 87 national and regional officials it believed were responsible in the chain of command and should face international justice, while noting that some of those officials were subsequently killed in US-Israeli air strikes.
The report said former supreme leader Ali Khamenei was among the 87 officials, and it also named Ahmad Vahidi, who Amnesty said was then the interior minister and is now chief of the Revolutionary Guards, as still alive.
Amnesty International’s Secretary General Agnes Callamard said, “The extensive evidence gathered and analyzed in our report leaves no doubt: Iranian authorities committed crimes against humanity to crush the 2022 Woman Life Freedom uprising,” and Amnesty urged the UN General Assembly to create an international criminal justice mechanism.
Raha Bahreini, Amnesty International’s Iran researcher in London, told CBC News that “Continued global inaction on international justice sends a very dangerous message to the Iranian authorities,” adding that it “effectively signals that they can continue to commit crimes against humanity with absolute impunity.”
Amnesty International said it shared its findings and the list of officials identified in the report with Iran's Supreme Leader Mojtaba Khamenei and senior security officials but had not received a response.
January 2026 and Accountability
Amnesty International described the crackdown on protests earlier this year as “on an even deadlier and more staggering scale,” and it said the pattern culminated in the massacre of thousands of protesters on January 8-9, 2026.

France 24 reported Amnesty said the crackdown on the latest wave of protests early 2026 followed the same pattern but with an even more deadly and dizzying scale, and it said Amnesty implicated 87 Iranian officials including Ahmad Vahidi in “crimes against humanity.”

Amnesty International France said the security forces deployed by the authorities killed hundreds of protesters and bystanders, including dozens of children, and it said the report identified 87 individuals who “should face criminal investigations.”
Amnesty International warned that “Any further delay by the international community in pursuing international justice dangerously contributes to the normalization of mass protest killings,” while also renewing its call for a permanent ceasefire amid armed hostilities.
