Resignation, Acting Appointment
Iranian President Masoud Pezeshkian accepted Oil Minister Mohsen Paknejad’s resignation and appointed Hamid Bord as acting Minister of Oil, with the president’s office announcing the change on Sunday. Seyyed Mehdi Tabatabaei announced the resignation on X and Pezeshkian issued a decree appointing Bovard as caretaker minister, while giving no reason for the resignation. State broadcaster IRIB carried a statement saying that after the acceptance of Mohsen Paknejad’s resignation, Hamid Bovard, the CEO of the National Iranian Oil Company, was appointed as acting Minister of Oil by a decree from the president.
Al-Jarida Al-‘Aqariyya said Iranian official media reported that Pezeshkian agreed to Bok Nejadh’s resignation and issued a decision appointing Bouvard to temporarily manage the oil ministry without naming a new minister yet. Authorities confirmed the appointment of Hamed Bufard, the CEO of the National Iranian Oil Company, to the post of Acting Oil Minister temporarily.

Why No Reason Given
Iranian officials did not disclose the reasons for Mohsen Paknejad’s resignation, and Mehr News Agency said no reason was given for the resignation. A state television interview with an official from the Iranian presidential office described Paknejad’s initial resignation offer as being “due to personal issues” but said it was rejected before Pezeshkian accepted his departure. Al-Jarida Al-‘Aqariyya said Iranian authorities did not disclose the reasons for Bok Nejad's resignation and did not clarify how long Bou vard would remain as acting oil minister.
Wikālat Muʿa al-akhbārīya said the reasons for the resignation have not been officially stated yet. Iran International said government officials offered no reason for the resignation and said its direct connection to the controversies over selling oil through intermediaries known as “trustees” had not been confirmed.

Controversies and Next Steps
Iran International said the resignation followed weeks of controversy over selling oil through intermediaries known as “trustees,” the non-return of proceeds from oil cargoes, and criticism by MPs of Paknejad’s performance. Iran International said Mohammad Amir, secretary of the Rule of Law Commission (Article 90) of Parliament, criticized the increased number of trustees during Paknejad’s tenure and said the minister’s responses about not returning oil money did not satisfy the representatives. Paknejad had previously said, “The oil money sold is being collected,” when asked about oil revenues.
Tabnak said Paknejad’s resignation came after days of speculation and growing controversies surrounding the management of the Ministry of Oil, and it said Hamid Bord, the CEO of the National Iranian Oil Company, was appointed as the acting Minister of Oil. The coming phase would require close monitoring of Hamed Bufard’s performance in managing the file and expectations of structural reforms in Iranian oil institutions.
